E.g., if the EU were to be doing better at supporting startups, and they meet certain requirements, prioritise access to temporary social housing to make it easier for developers and engineers to move to a startup location more easily.
E.g., if someone abroad had the possibility to work with a great startup in e.g., Amsterdam, cost-of-living issues could prevent this from happening all-together. Meanwhile, for many big (tech, if any) companies attracting expats is disproportionally easy as they
often have tax benefits they can provide expats
can deduct hugely expensive housing costs from their corporate profit tax; this is especially unfair with regards to startups, as their lower revenue does not enable such a tax construction. Moreover, it hugely increases housing prices in cities with big companies which is also unfair to local residents. E.g., look at not just Amsterdam, but also Lisbon, etc.
TL,DR: Have the moneybaggers pay their fair price, give the incentive to the actual starters.
