Despite efforts of the European Union to harmonise dozens of different frameworks for companies, founders and the average citizen, we still remain far behind in comparison to the USA, China and others.
What we lack is a coherent political system that the economy can rely on when it comes to stability and the rule of law. (Example: The very fact that a company goes through a manifold bureaucratic nightmare in Germany to get something done in comparison to bribing someone in Bulgaria for the same outcome is - mildly said - insane.)
In order to achieve a level where Europe can compete with the USA and China, we therefore need a European constitution based on these principles:
Republicanism (without forcing member states to have a republic)
Representative democracy (the Executive of the Union is based on and derives its democratic legitimacy from a majority of the European Parliament)
Federalism (which then again also allows intra-European competition)
Principle of subsidiarity (competences have to be distributed to the level at which they are best carried out)
Primacy of federal law
Majority rule (except for constitutional changes)
