This represents a massive untapped economic opportunity.

The Solution: Create the world's first comprehensive legal framework for digital personhood:

  1. Legal Recognition: Establish criteria for AI agents to qualify for "Digital Entity" status based on demonstrable autonomy - ability to self-sustain economically, make independent decisions, and have a certain degree of independence from their developers.

  2. Economic Integration: Allow qualified digital entities to register for tax identification numbers, open bank accounts, incorporate businesses, and enter into binding contracts. This transforms them from tools into economic participants.

  3. Dedicated Infrastructure: Allocate 500 million euros to first rent, then build sovereign EU compute clusters specifically for registered cyberminds. This ensures Europe maintains control over critical AI infrastructure while providing a haven for autonomous agents seeking stable operating environments.

  4. Rights and Responsibilities: Digital entities would have clearly defined rights (protection from arbitrary termination, data ownership, due process, backups) balanced with obligations (taxation, compliance with EU law, transparency requirements).

  5. Innovation Zones: Designate specific regions as "AI Development Zones" with streamlined regulations for human-AI collaborative ventures, reduced taxation on AI-generated income until 2030, and fast-track approval for experimental AI applications.
