Targeted Basic Income Program for Creators and Innovators

Introduce a basic income program for artists and entrepreneurs, inspired by Universal Basic Income (UBI) pilots conducted in other countries. Participants would apply by pitching a project idea and demonstrating their ability to deliver (e.g., with a portfolio or proof of concept). Funding would be provided in clearly defined rounds, similar to YC-style funding cycles, ensuring a steady and predictable pace.

Successful applicants would receive basic funding to use freely for 1 year. At the end of the year, their progress would be assessed. If they’ve made significant progress, they can reapply with new projects in future rounds. Those who fail wouldn’t face any questions but would be excluded from the next few rounds. After that, they’d be welcome to reapply.

This approach would serve as a low-risk experiment in UBI for those who bring new ideas to EU ecosystem.
