Subscription-like tax code

Usually people have to pay taxes percentually, based on their income.

But isn't that discrimination and even stealing sometimes? Just because someone earns more they have to pay more?

If a person works more time (and gets more money), then the government gets the right to tax them higher. Doesn't that also block people from working more?

Why not just have a country (or even EU) subscription?
