WEEE is a EU regulation for electric waste, a nightmare for small companies that produce consumer electronics. The EU regulation results in 27 individual laws in all EU countries, and if you want to sell EU wide, you need to deal with all of them. You will lose about 100K and perform a lot of bureaucratic work. Meanwhile processing of electric waste has become so advanced that the waste is no longer a burden but a sought after resource, so the EU regulation could be tossed in the bin immediately. Of course it is not, that would be against all the EU stands for - overregulation and bureaucracy. For potential founders who start small in a garage instead of founding a startup this is hell. It has discouraged many people I know from even starting a business.
