Remove or significantly limit non-competes

Non-compete agreements stifle economic growth by blocking talent mobility and startup creation, as demonstrated by both California and European experiences. While California's ban led to Silicon Valley's dominance, Europe's fragmented approach - from Dutch immense restrictions via both non-competes and limits on secondary activities, to compensation requirements in Germany and France - has hindered its ability to allow risk taking and experimentation that could rival Silicon Valley's dynamism.
