Remove all exit tax when moving within EU

Currently, entrepreneurs cannot move inside the EU because exit taxes oftentimes force selling all assets to cover the 25% tax on book values, often illiquid shares.

Inside the EU as single market, this should be stopped to restore freedom of movement. EU countries should stop competing for tax bases.
