Regulate the regulator

The power of EU bureaucrats needs to be limited. Regulations need to have a clearly defined desired outcome. The EU needs to prove that a regulation has its desired effect and no second order effects that do more harm than the desired effect does good. If they cannot prove it, the regulation must be removed.

Citizens have the right to call for a referendum against any regulation.
