Reform EU as a check-and-balance on regulation

Instead of having the capacity to pass legislation, the EU should only be able to repeal national laws with a clear mandate to maintain little fiscal deficit (Maastricht criteria), lean and effective state ( suggest < 25% GDP), and accelerate competitiveness.
