Publicly benchmark and publish permit times

Getting a permit is by far the most expensive process in real-estate development but also in new energy development.

Mandating governments publicly track of submitted permits (time), average first response times, backlog size, average resolution time and aging (permits taking more than X days) would allow the EU to benchmark all the layers of government for inefficient bureaucracy and reward top 10% while withholding funds for the bottom 10%.

It also allows you to detect โ€œpocket-vetoesโ€ where permits are just not responded to.
