Make non-European students stay at least for 1-2 years in the country which give him/her government scholarship.

Government scholarship is taxpayers’ money. The students must have an obligation to contribute their knowledge and skills to the country having given them privilege to access European high-quality education. This helps the country regain the value it brought to the students. A win-win situation.
