Local-dominance principle for regulation

One way to get EU member states to give up veto rights is to enact the principle that EU can’t have authority over a field until it is proven beyond a point of doubt that aggregating responsibility creates more benefit than leaving the matter to the authority of the member states.

Every aggregation has downsides as regulation cannot be tailored to the local populations’ overton windows.

But there are clear benefits of aggregating such as clear market rules, regaining the ability to regulate, fiscal efficiency,…

That’s why I propose a clear principle that EU citizens are entitled to have legislation developed as local as possible and that aggregation of power should be proven to be beneficial.

Local levels and higher levels can dispute this in an evidence-based manner in a EU constitutional court of law.

Probably subject to a 10-year window to put a freeze on some power conflicts between local, regional, state and supranational levels.

It’s also flexible enough that it can adapt to the times.
