I know itβs tricky for the government to regulate courts because they have to be super independent but a simple heuristic can be used to enforce efficiency.
Long court processes cause legal inequality
It's common in corporate disputes to draw out the legal procedures until one party goes bankrupt. This can be the appointment of expensive experts to resolve matters, or the long drawn out delay where both sides rack up lawyer fees which at some point exceed the ability to pay.
In my humble opinion, this is unacceptable as it undermines the idea that everybody is equal before the law.
However, it is up to the courts to create more efficient and decisive procedures which is why I propose to have courts pay all the legal fees of both parties if the proceedings exceed 6 months.
Those costs can be settled (and payment can be demanded) when the case is fully settled.
This will put a LOT of incentive on courts to be efficient.
