Implement the Capital Markets Union

The EU has a single market for goods, services, and labour, but still doesn't have a true single market for capital. Letting capital flow where it's most needed would be transformative for both member states’ financial sectors and entrepreneurs, please can we just finalise the CMU a decade after the first action plan came out
