Allow a 5 year period to evaluate legislative effects and allow the associated regulations/legislation to be easily rolledback if it has not proven to be effective.
GDPR is very useful, but I doubt it is enforced successfully. It gives you control over your personal data, preventing companies from taking advantage of you.
It can become troublesome for startups indeed and something could be done about that, for example: some initial funding for the startup to have someone working on GDPR specifically.
