The European Research License (ERL) is an initiative aimed at ensuring European research benefits the European economy and society first. This system mandates that any entity seeking to commercialize research from European universities must acquire an ERL. EU-based companies can access these licenses for free through a streamlined process, while non-EU entities must pay fees or royalties proportional to the profits they generate using European research.

Why the ERL Matters:
European universities have historically produced groundbreaking research that has fueled the success of foreign companies without direct benefit to the EU. For example:

  1. CRISPR-Cas9 Gene Editing: Developed through research from European scientists like Emmanuelle Charpentier, this revolutionary technology has been widely adopted by U.S. biotech companies, creating billion-dollar valuations.

  2. Graphene: Discovered by European researchers at the University of Manchester, this "wonder material" is now widely commercialized by U.S.-based tech firms for advanced electronics and material science applications.

  3. mRNA Vaccines: Core research conducted by European scientists, particularly at BioNTech (Germany), was pivotal in the development of COVID-19 vaccines. While BioNTech played a key role, many subsequent innovations based on this research benefited U.S.-based pharmaceutical giants.

  4. Artificial Intelligence and Neural Networks: Foundational research on neural networks, including the development of backpropagation algorithms in the 1980s by researchers like JΓΌrgen Schmidhuber and his colleagues in Europe, laid the groundwork for modern AI systems. Today, U.S. tech giants like Google, OpenAI, and Meta dominate the AI landscape, generating immense profits from technologies built on these European breakthroughs.

These examples highlight how European-funded discoveries often generate immense profits for non-EU entities, leaving European universities and taxpayers without equitable returns.
