A single European healthcare system with one insurance policy valid across all EU member states creating a “European Health Authority” (EHA) that sets common standards, ensures quality, and oversees transparency of care throughout the Union.
Under this authority, a uniform basic benefits package and a centralized funding mechanism would be introduced, collecting premiums at an EU level and redistributing funds based on objective criteria —promoting equality and solidarity among regions.
A crucial element would be the development of a secure, interoperable European patient health record accessible to healthcare providers across the continent, ensuring seamless treatment regardless of the patient’s location and reducing bureaucratic overhead.
The EHA could also negotiate collectively with pharmaceutical companies for better pricing, encouraging cost-effectiveness and equitable access to innovation. To achieve this, phased implementation could start with targeted pilot regions and patient groups, gradually expanding once efficacy and efficiency are proven.
Strong democratic oversight by the European Parliament would ensure legitimacy, transparency, and accountability in decision-making, ultimately creating a more integrated, fair, and high-quality healthcare experience for all EU citizens.
