EU should introduce, allow, and support the concept of Special Economic Zones (SEZ)..

This concept has proven in many places like Hong Kong, Singapore, or Prospera in Honduras, to be the most efficient driver of economic growth. While there are different kinds of SEZ with different degree of sovereignty, creating a zone similar to Prospera could significantly boost innovation for the companies created there, while creating revenue from (lower) taxes.
