EU Harmonization: Ban subsidizing the dubbing of movies

Countries that have dubbing have terrible levels of English.

However, most of this dubbing is funded as a subsidy because it is not economically viable.

Germany, Spain, Italy, France have poor english levels as a consequence preventing trade and harmonization.

EU should aim to remove this policy in its member states.
