Encourage banks to give out more risk capital to entrepreneurs and startups

European banks are way too cautious compared to American ones when it comes to funding startups. This conservatism is killing innovation and job growth there. If they'd just take a page from the US playbook and back more high-growth startups, we could see some real magic happen.
