Drag EU notaries into the Digital Age

Why are we still paying ridiculous fees to notaries for what's basically copy-paste work? Time to shake things up: cap the prices for basic document stuff, allow proper online notary services, and make these offices finally accept e-signatures across all of Europe. We're paying premium prices for services that could literally be done from our phones. Other countries figured this out years ago.
