Capital market union: Harmonize liens and insolvency laws

Liens are like mortgages but for all types of assets.

It’s a registered pledge of the asset.

Pledging of assets is not harmonized in the EU.

There are 28 different ways to register a claim on collateral and the legal procedure to claim them is different in every country as well.

This has to be fixed in order to enable cross-border asset-backed lending
