Ban checklist-based permitting

Checklists are too rigid and don’t allow any nuance.

Instead switch to principle-based permitting where one must argue principles have been sufficiently met.

This is especially common in real-estate where certain projects are just not possible because they miss 1 sqm of mandated surface for windows/width of the bathroom/…

Since the rules are so rigid, the permit cannot be delivered and the work cannot be done.

In a principle-based permitting, this would not be an issue.
