Anti-bureaucracy: Allow bureaucrats to keep the money they don't spend from their annual budget.

A lot of government waste happens at the end of the year when managers realize that “They didn’t spend the budget”.

As a consequence they start inane projects, place last-minute orders and order expensive stuff they don’t need in order to avoid having less budget the next year.

This dynamic can be easily broken by allowing bureaucrats to keep the unspent budget as a bonus.

They would start to treat government money as their own money and prioritize value instead of optics.

The best thing is that this is 100% budget neutral.

The money was going to be spent anyway, except now upper hierarchies gain visibility which divisions can do with less money the next year.
