Allow entrepreneurs to pay for fast-track permitting

Let’s face it, sometimes you just need stuff to move fast but every application is treated equally and the administration is understaffed. Only politically connected parties can get the job done faster (e.g. the many scandals of cash envelopes in real-estate permitting).
