Focus 99% of your resources on these 3 pillars. Everything else will fall in place if you succeed in AI and energy.
1.AI: For example even the language barriers can be easily surpassed with a couple of good AI advancements. Another example is the humanoid AI robots that can help provide better quality of life to EU citizens.
2. Energy: If you achieve this, you gain independence from the US, China and Russia. You also need energy to support your AI achievements.
3. Bureaucracy: For each new law you add, you have to remove two previous laws. Also, with the help of AI you can make laws super explainable to everyone, which will help with reducing them.
TLDR: embrace private sector, create the EU Tesla and the EU OpenAI and everything else will come.

To build a quantum technology you need a tech giant, you need the EU Google. If you have (at least 1) tech giant, they will jump in any new “innovation”. And I agree innovation is the goal, AI is the current fad, but EU has to start somewhere and the starting point now is AI.
