15% ceiling of government employees

Each country should commit to reducing the number of people employed by the state to no more than 15% (currently 30% in Sweden and above 20% in many EU countries).

Less bureaucracy and more productivity, and provides a path for easing the onerous tax burdens on individuals. Too many smart and capable people are choosing to join the unproductive political class immediately after university because compensation is higher, and lower risk, than joining or building a company.
